keido made a large pack of great fetish latex and leather material and included is a mask like the one you are describing, minus the specific detail for a ponytail. such a thing would require either a combination of bnoth mask and hair, so it would be a rather complicated mesh for a rather specific need. that being said, i suggest you download the addon, then try some different ponytails in combination with it to see if you can find a close or satisfying approximation of what you are looking for.

Although there aren't masks with ponytail holders, you can get a very similar effect by doing what @john374 suggested. If you put one of the Keido masks on your model and then adjust the sliders for scale and position of the hair (pigtails or ponytail) you can get a decent effect that is close to what you're looking for. I've done it and it's not perfect, but it can look very close and, at the right angle with a photo, it can look great!

In fact, there are almost no things made of latex above the neck (which is of course strange).

If you do not want to wait for modders, then you can use spandex in castomiser menu.
