Julia comes from a Future 20 years AFTER Future Trunks future, so they were (will be?) crazy old. 

Bulma paid nothing to Nr18.

She didn't accepted.

Krillin wanted to have a copy for him, and made Nr18 get a wrist arthritis because she punched him on the floor. 

Now the full story, Bulma kinda moved on to enjoy life from Capsule, she was still a shareholder, but not the CEO. The CEO, Trunks had hard time following all that was going on, so he left on "capable" hands, they were (will be?) capable, but a bit pervy, so they started a secret project of a sex... I mean companion bot resembling Nr18. 

When the Invasion of the 15 proved unstoppable, all personel were called to create a robot strong enough to stop the 15 to happen in the past. They were creating a super sayajin with advanced nanotechnology. But simulations demonstrated that such powerfull being could become WORSE than the 15. So the pervy team revealed they may have a solution. 

They introduced Julia Newton (that they called LustyBusty 2000) to the rest of the staff, including surviving Bulma, Nr18 and Kurilin. Nr. 18 and Bulma went crazy mad with them for the outrage, Kurilin.... liked to see someone so close to Nr 18, but on her prime age. 

Bulma personally reprogramed the girl, made it a bit more different that Nr18 at her wish and replaced her cheap parts by the advanced nanotech, oh and renamed to Julia Newton. Simulations were promising and she was off to save the past.
